The Department of Child Support Services in California, otherwise known as “DCSS”, enforces the collection of child support and also aids in establishing paternity for a minor child.

They do not represent any of the biological parents nor the minor child. Their mission is to enforce support orders for the benefit of minor children.

If a parent receives assistance from the state/county financially, DCSS will automatically open a case to seek the other parent and obtain orders for child support and arrears. DCSS will file a summons and petition to establish paternity and seek child support orders. DCSS does not get involved directly with any orders or issues pertaining to custody or visitation of the minor child/children.

In California, Many cases involving the DCSS are heard entirely in a separate court such is the case in San Bernardino County or in entirely separate courtrooms designated for child support matters involving DCSS in many other counties.

The services provided by DCSS are a public service, the obligating parent always has a right to be represented in these matters involving DCSS agency. In determining child support, both parents incomes are considered as well as the actual timeshare that the child spends with the non-custodial parent. Obligating parents should seek legal representation in these matters to protect their rights and interests and to adequately ensure that the correct amount of child support is being ordered.
