The Child Abuse Central Index (CACI) was created by the Legislature in 1965 as a tool for state and local agencies to help protect the health and safety of California’s children. An estimated 819,000 individuals are listed on the CACI list for allegations of child abuse. Even judgments of innocence by the courts will not necessary secure a person’s removal from the list.

The CACI list can be accessed by educational, child-care, adoption, foster-care and child-welfare agencies throughout the country. The Attorney General’s Office estimates that the index is referenced about 400,000 times a year. Those who are seeking employment with employers that involve interaction with children, will almost certainly have their name ran through the index to see if they are listed.

A listing on CACI will almost certainly lead to an individual to be passed up for employment, or termination of a position already held. Until recently, many people who were listed on the index weren’t even aware of their inclusion. However, recent court decisions have mandated notice, and an opportunity to be heard before a person is placed on CACI
